The procedure for receiving citizens in prosecutor's offices in accordance with Article 22 of the Law of Ukraine "On Citizens' Appeals" is regulated by the Procedure for organizing and conducting personal receptions of citizens in prosecutor's offices of Ukraine, approved by order of the Prosecutor General dated June 25, 2024 No. 153.

The head of the regional prosecutor's office receives citizens with applications that have been refused on all issues by his first deputy or deputy, or in the event of an appeal against their actions or decisions by prior appointment (clause 2.4 of the Procedure).

The responsible unit forms a list of citizens, prepares the necessary documents and materials, which are provided at its request by the structural units of the relevant prosecutor's office in accordance with their competence, and also notifies citizens by telephone or in another way about the time and place of the reception by the management (clause 2.9 of the Procedure).

The First Deputy and Deputy Heads of the Regional Prosecutor's Office receive citizens in case of disagreement with the actions or decisions taken by the heads of independent structural units of the Regional Prosecutor's Office, heads of district prosecutor's offices, as well as on issues of delay, prolonged failure to make decisions by them, by prior appointment (clause 1.4, 2.4 of the Procedure).

Advance registration of citizens for a personal reception with the head of the regional of the prosecutor's office and his first deputy and deputy is carried out by the department for organizing the reception of citizens, consideration of appeals and requests (hereinafter referred to as the responsible unit) on the basis of a written application from a citizen or a representative authorized by him in accordance with the procedure established by law , drawn up in compliance with the requirements stipulated by Articles 5, 8 of the Law of Ukraine "On Appeals of Citizens", which sets out the essence of the issue raised, indicates possible ways of contacting him (e-mail address, contact phone numbers, etc.), copies of the contested responses to his previous appeals are attached, if necessary - copies of documents certifying the special status of the person. The recording begins the next day after the head conducts a personal reception and ends fifteen days before the scheduled date of the reception (clause 1.4, 2.6 of the Procedure).

Personal reception of citizens by employees of the responsible unit and other employees of the prosecutor's office - upon the instructions of the management - is carried out on working days and hours from 9 a.m. to 1 p.m. and from 1:45 p.m. to 5:45 p.m., on Fridays - from 9 a.m. to 1 p.m. and from 1:45 p.m. to 4:30 p.m. (clause 1.3 of the Procedure).

On the day of applying for a personal appointment, a citizen must present a document certifying his identity, and in the event that he represents the interests of other persons, including their protection, also documents confirming the relevant powers, except for cases provided for by the Law of Ukraine "On Prevention and Counteraction to Domestic Violence" and other legislation (clause 3.1 of the Procedure).

During a personal reception, a citizen may be accompanied by his representative, whose powers are formalized in accordance with the procedure established by law, persons accompanying citizens, employees of responsible units and services that provide protection for the person and/or the object of protection. The presence of third parties during a personal reception is not allowed (clause 3.4. of the Procedure)

A personal appointment, as well as an appointment for a personal appointment, is not held if:

– a citizen applies to the prosecutor's office on the same issue with an appeal, the consideration of which has been terminated in accordance with Article 8 of the Law of Ukraine "On Citizens' Appeals";

– a citizen applies in violation of the deadlines specified in Article 17 of the Law of Ukraine “On Citizens' Applications”;

– the application does not meet the requirements of clause 2.6 of Section II of the Procedure.

The applicant is notified in writing of the reasons for refusing to make an appointment for a personal appointment (clause 2.8 of the Procedure ).

Personal reception is suspended in the event of an emergency (fire, threat to the life and health of employees of the prosecutor's office and persons staying in the prosecutor's office premises, receipt of reports of mining, a threat alert signal or the occurrence of emergency situations) and the issue of its postponement to another time is resolved (clause 4.1, 4.3 of the Procedure).

A personal reception is also terminated if a citizen at a personal reception:

resorts to insults, threats, discredits state authorities and their officials, including officials of the prosecutor's office, uses foul language;

calls for a change in the constitutional order of Ukraine, a violation of the sovereignty and territorial integrity of the state, undermining its security, and an illegal seizure of state power;

resorts to propaganda of war, violence, incitement of interethnic, racial, or religious hatred;

is in a state of alcoholic or drug intoxication, has obvious signs of mental disorder;

commits actions that create a danger to others or violate public order;

abuses the right to a personal reception by deliberately delaying the time for discussing issues that are not the subject of an appeal to the prosecutor's office (clause 4.2 of the Procedure).

Further reception of a citizen who committed the actions specified in clause 4.2 of the Procedure will not be held on this day.
